Yes! Launchpad Tour and Flite are both compatible with Windows 7 Home Premium (32 and 64 bit).
Just make sure you get the latest LPDR from
here
to get the best results.
If you experience any issues or if your Windows 7 version is different, try this:
Right click your game shortcut.
Choose properties.
Choose Compatibility Tab.
Put check mark in "Disable desktop composition"
Click apply and ok.
